Toastmasters might be the most underutilized campaign resource. For less than $100, a candidate can join toastmasters and give his stump speech regularly and have it critiqued by folks that have years of experience analyzing speeches and presentations and know exactly how to improve them.
If you're running for office, join Toastmasters early on. Once you develop your message and write a short stump speech, deliver it at a Toastmasters meeting. You'll get great feedback and an opportunity to practice your speech in a low pressure environment. You might also get a few extra votes.
